for Japanese we have JLPT 1, 2, 3, 4.
but for Vietnames do we have tests too?

I would have to write whole book to answer your question, dude. Hehehe There are dozens of factors to take into account when choosing your own best method of learning a language. Telling us more about you and your purpose of learning Vietnamese will help, more or less. :)

Hello,
Well lets start by saying that I'm Vietnamese. I was born in VN but came to the U.S. at a very young age. I can speak but can not read nor write vietnamesse. Not to many Vietnamese where i live atm. I would like to be able to pick-up a newspaper and read it. I have trouble understanding when vietnamese speak also.
Anything help would be great.

Just in case you don't know, learning to read and write in Vietnamese is surprisingly easy because the writing system is phonetic and uses Latin characters. It takes young children some months to master and probably just weeks for adults. So long as you can pronounce the words correctly, writing them down in Vietnamese is just a piece of cake. I can help a little but I'm afraid I'll be busy next week. Still, If we can schedule an appointment (which doesn't appear to be easy), I'd love to do it.
Regarding your listening skill, I recommend these 2 websites:
VTC Vietnamese Online TVs (http://www.vtc.com.vn/#.aspx): You can watch various Vietnamese TV channels Live and even recorded categorized shows. The site's interface is in Vietnamese though.
VOV Voice of Vietnam (http://www.vovnews.vn/?lang=2): This is the official website of VOV. You can choose to view the site in Vietnamese or English. The given link leads to the English one.

Hey Kyguth
I agree with Chubby that the Vietcourses site might be a useful start for you. Especially the pronunciation lessons might help you make a link between the spoken Vietnamese you are familiar with and the letters and tonal marks that are used to write it.
Also, the Readings 1 lesson gives a number of texts along with spoken Vietnamese that might be helpful in making that link.
Most of the commercially available Vietnamese courses concentrate on spoken language. They can help build vocabulary, but won't help you much in reading/writing.

Thank you for thelink... They speak pretty fast so its very hard to understand. What or where should i start to learn to read? I think if i can pass that part I should be able to write.
