It's a play on the fact that movies are always advertised with over-the-top sensationalism and with THAT particular voice-over voice. In this case the joke is that it's SO over-the-top that it's actually advertising something that isn't even a movie. The second part of the joke is the way in which the kid freaks-out at a mysterious voice talking about him and him eventually flipping-out.

I haven't watched that in over a year so after work I'll probably come back and see it again. Good stuff.
