You should say: Đêm nay ở Chicago có tuyết rơi. It's more natural.
You can use this structure to describe weather:
- Sáng nay ở Hà Nội có mưa rơi - This morning it its raining in Hanoi

Không có gió, nên bông tuyết ngã như đường bột.
In English, "ngã" and "rơi" are both "fall", but in Vietnam we don't say "tuyết ngã" and "mưa ngã", we use "tuyết rơi" and "mưa rơi". You shouldn't use "đường bột". As doman corrected, you should use "rắc đường" instead. (to dust with sugar). (But I think the sentence still doesn't sound right indeed :D )
Also, you should add "những" before "tuyết" to make a plural noun.

Không có gió, nên những bông tuyết rơi như rắc đường.

Bây giờ tất cả các cây gẩn đây trần, có tán lá mới, cành con mỗi trắng vì tuyết rơi.
